
You
may be able to acquire a free room air conditioner from the VA. If you have
an SCI/D, a neurological, respiratory or coronary disease or condition, there
are provisions in VHA handbook 1173.08 explaining that if the absence of a controlled
environment would create a health threatening circumstance; then a prescription
from a physician will provide an air conditioning unit. Non-service connected
veterans with any of the above conditions are also eligible for this benefit.
There are other provisions if a medical need for central air is established, but it is possible to acquire it in many cases. Please be aware that the VA is not responsible for repairs or maintenance on either room or central air systems. Those are the sole responsibility of the veteran and his family.
On May 5th, the President signed Public Law 111-163. This is very important
to members of the PVA because Section 1730A of that law exempts any veteran
suffering from a catastrophic disability from being responsible for any co-payments
for any and all hospital care and medical services.
So far, the Veterans Health Administration has not issued any instructions in
the meaning of the law or how it is to be applied. That will be forthcoming
in the future.
Right now, PVA members and military veterans who are eligible for PVA membership,
who are currently paying co-pays for certain services such as hospital care,
outpatient prescriptions and medical services are still required to continue
to make those payments.
However, when the
instructions on how to interpret the law and the full meaning of that law are
understood, those who are presently making co-pays will be notified of the changes.
At that time, many members will be relieved of a large financial burden.
